The bylaw was not only outdated, but since it was ratified in 2005, two years before the passing of the country's law on land use, it didn't fully conform with the national legislation. The existence of the bylaw, which doesn't reflect the actual condition and doesn't conform with the higher regulation, has created numerous controversies &lt;br /&gt;The five-kilometer perimeter around Uluwatu temple as an example. The bylaw declares it a no development zone, however, the reality in the field is quite different. There has been many buildings developed inside those perimeter. We should take this reality into consideration since locals also need jobs. So we need a new regulation that accurately reflects the reality in the field.&lt;br /&gt;&lt;br /&gt;A team of experts will be formed to thoroughly review the regulations and to gather comprehensive data from the field. Members of the team will be drawn from various government agencies as well as from elements of the affected communities. The revision, was an effort to accommodate the public's needs and aspirations. However, the renova¬tion of a hotel in Tuban (near the Kuta area) was accelerated to meet the scheduled comple¬tion date of February 2009. An old hotel, Bali Hai, was taken over by the Palma Group and, after major refurbishment, will be renamed Holiday Inn Resort Baruna (Intercontinental Hotel Group), a 4-star hotel with 195 rooms.&lt;br /&gt;The global crisis has in some cases resulted in the inevitable cancellation of travel ar¬rangements by tourists from Europe or the US. However, despite seeing a drop in both AOR and ARR, Bali’s hotel market in general remained relatively stable. This was probably due to domestic guests taking year-end vaca¬tions in the holiday season and to foreign guests who had booked their visits long before the financial crisis occurred. &lt;br /&gt;Given the possible travel cancellations, the Bali Hotel Association suggested that its members retain bookings by shifting them to other periods in the following year when the global financial turmoil has eased. Potential pending hotel bookings may come from cor¬porate clients or companies that are badly affected by the business slowdown.&lt;br /&gt;&lt;br /&gt;The overall occupancy rate in Bali in 4Q2008 was below expectations. In the seven destina¬tion areas in Bali, none recorded an AOR of above 80%. In general, the AOR for the quar¬ter dropped by around 1% compared to the previous quarter. Seminyak was the only area to register a positive trend, albeit a moderate one. The Ubud area continued to capture the highest AOR this quarter, at 79.2% but, again, this figure was lower than in 3Q2008, when it was 80.5%.&lt;br /&gt;Tourist areas in Bali recorded different trends in ARR. Areas such as Nusa Dua, Tanjung Benoa and Seminyak saw positive ARRs QoQ. However, hotels in other areas, such as Sanur, Kuta, Jimbaran and Ubud, registered a downward trend in ARR. Both the rise and the fall in the ARR were relatively stable and this trend was quite unusual in Bali, particu¬larly during the peak season.&lt;br /&gt;&lt;br /&gt;After recording a climb in the previous quar¬ter, hotels in Nusa Dua saw a downturn trend from 77.7% in 3Q2008 to 76.7% in 4Q2008. The peak season in Bali did not boost oc¬cupancy levels, in particular in the Nusa Dua area, which is known as the preferred location for conventions. All hotel categories, from 3- to 5-star properties, registered a drop in AOR. The Westin Resort Hotel continued to show a steady performance and recorded the highest occupancy level in the Nusa Dua area.&lt;br /&gt;An ARR increase from US$109.88 to US$111.99 was recorded in the quarter under review for all hotel categories in the Nusa Dua area. Once again, the Amanusa boutique ho¬tel had the highest ARR at above US$300.&lt;br /&gt;&lt;br /&gt;Hotels in Tanjung Benoa reported a moderate drop in the occupancy level in all categories. Despite dropping by less than 1% on average, the peak season was apparently unable to lift the AOR for this area, which was recorded at 78.4%, down from 79.4% in the previous quarter. Four hotels in this area had an AOR of above 80%, with Grand Mirage continuing to lead the pack.&lt;br /&gt;An upward trend in the ARR was noted in this quarter in the Tanjung Benoa area, i.e. from US$79.41 to US$81.13. All hotel cat¬egories registered an increase in ARR, but a significant climb was achieved by 4-star ho¬tels, i.e. from US$68.87 to US$75.49. In the Tanjung Benoa area, three 5-star hotels had the highest ARR of above US$100.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The AOR in Sanur dropped slightly from 75.8% to 75.6% in the quarter under review. A positive trend was achieved by 5-star ho¬tels, with the AOR moving upward to 71.3% from 70.0%. Only three hotels in Sanur achieved an AOR of over 80%, i.e. Tanjung Sari (a 3-star hotel), and Pavillions and Puri Santrian (4-star properties).&lt;br /&gt;The overall ARR in hotels in Sanur was simi¬lar in all hotel categories. In the quarter under review, 3-, 4- and 5-star hotels recorded ARRs of US$54.96, US$59.77 and US$58.04, re¬spectively. These figures did not, however, lift the overall ARR for Sanur in the quarter, which dropped from US$58.99 to US$57.52. &lt;br /&gt;&lt;br /&gt;The AOR for hotels in Kuta was relatively steady, seeing only a slight decrease QoQ from 76.7% to 76.0%. All hotel categories registered a downward trend in occupancy, but 5-star hotels experienced the largest drop, from 74.3% to 71.9%. Looking at the respective hotels’ AOR figures for the past six months, occupancy levels were relatively steady, with no major volatility. &lt;br /&gt;All hotel categories in Kuta showed a slightly different trend in terms of ARR. The 3-star hotel category experienced a fall in ARR from US$64.02 to US$60.29, while 5-star hotels saw only a slight drop from US$82.93 to US$82.31. Meanwhile, the 4-star hotel category recorded an upward trend from US$66.59 to US$68.74. Similar to the previ¬ous quarter, four hotels achieved the highest ARR of above US$100.&lt;br /&gt;&lt;br /&gt;The 3-star hotels in Jimbaran achieved the highest AOR, far beyond the 4- and 5-star categories. Nevertheless, their AOR dropped from 86.5% in 3Q2008 to 84.5 in the last quarter of the year. Similarly, the occupancy level for 4- and 5-star hotels slowed down, causing the overall AOR of hotels in Jimba¬ran to fall from 78.8% to 76.7% in the quarter under review.&lt;br /&gt;From the graph above, it is clear that there are large gaps among star-rated hotels. However, none of the categories saw a positive trend QoQ. The AOR for all hotels dropped from US$151.69 to US$150.04, although the ARR for the past six months was stable. The high ARR for 5-star hotels in Jimbaran was fueled by three hotels, i.e. the Four Seasons Resort, The Ritz-Carlton and the Bvlgari Hotel &amp;amp; Resort. &lt;br /&gt;&lt;br /&gt;Seminyak was the only tourist area in Bali that registered a rise in AOR, albeit a small one, up from 70.4% to 70.9%. Only 3-star hotels saw a slight drop in occupancy levels, while the other categories noted an increase in occupancy, in particular the 5-star hotels.&lt;br /&gt;Similarly, ARR levels in Seminyak went up quite significantly from US$124.82 in 3Q2008 to US$134.61 in the quarter under review. Only 5-star hotels recorded a rise in ARR, fueled largely by The Oberoi Bali, which recorded a significant increase in ARR.&lt;br /&gt;&lt;br /&gt;The occupancy level in Ubud had been high¬er, but, in 4Q2008, the area was also affected by the global financial downturn, which resulted in a fall in hotel enquiries. However, overall, the AOR in Ubud hotels was rela¬tively stable and dropped only to 79.2% from 80.5% in the previous quarter. The drop was almost equal in all hotel categories.&lt;br /&gt;Ubud maintained its image as an exclusive resort area in Bali, but, in 4Q2008, the ARR fell somewhat to US$197.75 from US$208.12 in the previous quarter. Col. Wisnu Airfield - in Gerokgak district, Buleleng. &lt;br /&gt;&lt;br /&gt;Pastika said Ngurah Rai airport was operating well over capacity and could not cope with more flights. &lt;br /&gt;&lt;br /&gt;Ngurah Rai airport operator PT Angkasa Pura I recently announced plans to expand the airport. &lt;br /&gt;&lt;br /&gt;Pastika said the new airport would ease the high population density in southern Bali. &lt;br /&gt;&lt;br /&gt;"It's much too crowded in the south and Ngurah Rai Airport can't support anymore traffic," the governor said. &lt;br /&gt;&lt;br /&gt;"And there's too much development in southern Bali to support the tourism industry there. A vast wild forest separates Lake Buyan from Lake Tamblingan on its west, while on its east lies Lake Beratan. &lt;br /&gt;&lt;br /&gt;So far only the area around Lake Beratan has been developed into a tourist destination. Its close proximity with Eka Karya, the island’s largest botanical garden, has made Lake Beratan a favorite weekend getaway for the residents of Bali’s southern urban cities. &lt;br /&gt;&lt;br /&gt;Lake Beratan also hosts Ulun Danu, one of the most important water temples on the island.&lt;br /&gt;The three lakes have been getting shallower over the years due to sedimentation and were declared a priority for environmental damage mitigation by the State Ministry for the Environment last year. &lt;br /&gt;&lt;br /&gt;Much of the blame for the sedimentation has been aimed at the construction of villas in the areas. To the east, we could see the way we had come, craggy buttresses of dark stone towering above foaming water. &lt;br /&gt;&lt;br /&gt;Inland there were rugged granite hills and small hamlets among stone-walled fields. To the west, a sweep of heather-cloaked cliffs ran out to a distant promontory marked with a bone-white lighthouse. And a hundred meters below, shifting and surging, cobalt-blue in the autumn sunlight, was the Atlantic Ocean. For the next three days that ocean would always be there to our right, as we made our way on foot along the edge of the westerly tip of the United Kingdom. &lt;br /&gt;&lt;br /&gt;The county Cornwall is Britain's answer to Bali. Forming a narrowing peninsula at the southwest corner of the country, it is home to traditional fishing villages, fashionable resorts and some of the best beaches in Europe. There is a thriving arts community and a buzzing surf scene, and above all, like Bali, there is something unique about Cornwall that sets it apart from the rest of the country. &lt;br /&gt;&lt;br /&gt;Around the entire 500 kilometer length of the Cornish coastline runs a narrow path, one of the most prized long-distance walking trails in Britain. With three days to spare, two of my friends and I had decided to tackle the most challenging section: the 67 kilometers between St Ives and Penzance. &lt;br /&gt;&lt;br /&gt;St Ives, where we started our journey, is a striking little town: a jumbled mass of whitewashed houses on a narrow isthmus below a rocky headland. With the sea on three sides, a fringe of golden beaches and an atmosphere more Mediterranean than British, it's easy to understand why it is such a popular tourist destination. But despite its scattering of surfers, this is Cornwall's version of Ubud rather than Kuta. &lt;br /&gt;&lt;br /&gt;St Ives is a renowned center for the arts. In the first half of the 20th century the famously sharp oceanic light began to attract painters to what was then a small fishing community. Today the narrow alleys of the town are lined with galleries. &lt;br /&gt;&lt;br /&gt;Relics of the past on a rugged coastline &lt;br /&gt;&lt;br /&gt;The first day's walking was by far the toughest. Sometimes the path bent through chaotic fields of boulders; sometimes it dropped through steep switchbacks to sea level, or climbed sharply to high promontories above dizzying chasms. But the views, changing at each new headland, were spectacular. &lt;br /&gt;&lt;br /&gt;There were no villages on this remote shoreline, but in the distant past people did live here. At the headland of Gurnard's Head it was possible to make out the ramparts of an Iron Age cliff fortress. The whole of this western part of Cornwall is riddled with ancient remains. There are forts and ruined villages dating back two millennia. Still more intriguing are the sacred sites: upright stones in mysterious alignments and huge mushroom-shaped chamber tombs, some more than 4,000 years old. &lt;br /&gt;&lt;br /&gt;Cornwall forms part of Britain's "Celtic Fringe", a wild extremity that, along with Wales and Scotland, was less influenced by the successive waves of invasion and migration that created the English people and the English language. On this granite peninsula older traditions and a distinctive culture endured. Well into the 18th century, many people spoke Cornish rather than English, and echoes of this Celtic language remain in the place names of the county. &lt;br /&gt;&lt;br /&gt;With their ancient past and unique traditions, many Cornish people are at pains to point out their difference from the "foreigners", the English beyond the county's border. Here you'll see the black and white Cornish flag far more often than that of England or Britain, and there are occasional calls for political autonomy or even independence. &lt;br /&gt;&lt;br /&gt;The granite was glowing copper-colored from the falling sun when we picked our way down a steep hillside to the perfect little beach at Portheras. Short waves were slapping onto the shore, and a few late-season sunbathers were making the most of the weather. &lt;br /&gt;&lt;br /&gt;This secluded cove marked the end of the wildest stretch of the coast path, and also marked a sudden shift from the prehistoric to a more recent past. Beyond here the cliffs were bare and scarred, and the skyline was a Gothic silhouette of ruins. &lt;br /&gt;&lt;br /&gt;In the 19th century, Cornwall found great wealth from tin mining. Shafts were sunken along the fractured shorelines to get at the valuable ore. But during the 20th century, tin prices fell and opencast mines in South America came to dominate. Geevor, the last mine on this coast, closed in 1990, and now there are only the ruins -- and lingering poverty in old mining communities to recall the industrial past. &lt;br /&gt;&lt;br /&gt;We shambled through this strange landscape in the dusty evening sunlight, and branched away from the path at the village of Bottalack, the end of our first day's walking. We had covered more than 25 kilometers. &lt;br /&gt;&lt;br /&gt;Beautiful beaches, traditional food &lt;br /&gt;&lt;br /&gt;After a night's rest we continued westward, passing more stark relics of the tin mining age. The ruins were older here and already the gorse and heather was beginning to consume them, softening the industrial scars and returning the land to nature. &lt;br /&gt;&lt;br /&gt;At the headland of Cape Cornwall, the coast turned southward and a great sweep of shoreline opened ahead of us. Here the path ran between lichen-covered outcrops and a foreshore of sea-smoothed boulders. At midday we reached the mile-long beach at Sennen. This was a surfers' shore backed by granite cliffs rather than the palm trees of Kuta. The water was crowded with wetsuit-clad figures waiting for waves at a low-tide sandbank. &lt;br /&gt;&lt;br /&gt;We stopped for lunch in the little village at the head of the beach and, as we were in Cornwall, lunch could only be a pasty. The county is known for its seafood and traditional sweets, but by far the most famous Cornish dish is the pasty. These baked pastry parcels of meat and vegetables originated as a portable meal that miners and fishermen could carry to work. Today they make a hearty lunch for hungry hikers. &lt;br /&gt;&lt;br /&gt;Bellies full, we pressed on and within half an hour we were at the key point of our journey. Land's End, marred by an ill-considered collection of gift shops on an otherwise unspoiled coastline, is the most westerly point of mainland Britain, standing kneedeep in the turbulent Atlantic. &lt;br /&gt;&lt;br /&gt;Beyond Land's End the landscape changed again to one of rolling heath. Hidden sandy coves were crooked at the mouths of shallow valleys, and we could see boats slugging through the running swell for the offshore fishing grounds. With the sun falling behind us we reached Porthcurno. &lt;br /&gt;&lt;br /&gt;Porthcurno must be one of the most beautiful beaches in the world. A wide bay backed with honey-colored granite holds an expanse of vivid turquoise water over banks of the finest shell sand. It was at this stunning spot that we spent the night. &lt;br /&gt;&lt;br /&gt;Easier walking on the final day &lt;br /&gt;&lt;br /&gt;The sky was overcast and the sea was the color of quicksilver in the morning as we shouldered our backpacks for the final 12 kilometers to Penzance. We passed the hamlet of Penberth with its thatched cottages and fleet of traditional fishing boats moored on a cobbled slipway and continued, struggling up the hillsides with aching legs. &lt;br /&gt;&lt;br /&gt;Sometimes we passed through unexpected stands of woodland; at other times cultivated fields with thick hedgerows ran right down to the shoreline. This was a gentle coastline compared with the bare-boned wilderness of the previous days; it was a softer place to walk with blisters and tired limbs. It was early afternoon when the path emerged on a narrow lane that led us into Mousehole. &lt;br /&gt;&lt;br /&gt;Mousehole -- pronounced Mowzel -- was another of those Cornish fishing villages with a harbor and crooked alleyways that seem to belong more to the Mediterranean than to the UK. It was busy with holidaymakers snapping photos and licking ice creams. We shambled through the crowds, sunburned, sweat-stained, mud-splattered and grinning: We were almost within reach of our goal. &lt;br /&gt;&lt;br /&gt;Here the path joined the road, but not relishing the idea of slogging along tarmac, we chose to pick our way along the foreshore, scrambling over slippery black rocks. Just beyond Mousehole a sweeping view opened ahead of us. This was Mount's Bay, named for the fantastical castle-topped outcrop that stands at its center. &lt;br /&gt;&lt;br /&gt;Almost too tired to speak, but very happy after our three-day odyssey along a spectacularly varied coastline, we slouched through the final kilometers. There was a hint of clammy dampness in the air, and ahead, the church spires and dignified Georgian terraces of Penzance, the town at the end of our route, showed in the cooling haze. Beyond it we could pick out more cliffs and white villages, and the line of the coast where the path continued eastward. &lt;br /&gt;&lt;br /&gt;It was a tantalizing prospect, but for us, with blistered feet and the short holiday over, it would have to wait for another day. &lt;br /&gt;&lt;br /&gt;Travel Tips &lt;br /&gt;&lt;br /&gt;Transport &lt;br /&gt;It's a long way from London, Britain's main international gateway, to Cornwall, but there are regular direct trains to Penzance. The journey takes around five hours. Local trains to St Ives run along a remarkably beautiful branch line, clinging to the coast. &lt;br /&gt;&lt;br /&gt;Long-distance coaches link major Cornish towns with London, Bristol and other cities, and there are regular local buses throughout the county. &lt;br /&gt;&lt;br /&gt;There is an airport at Newquay, the county's biggest resort, where the surf and parties are very much Cornwall's answer to Kuta, Bali.
